Apparently there has been a recent trend for petrol stations to become 'pre-pay'. According to the VACC, this is to curb the recent increase of fuel theft, due to high prices.
I would have thought that once you have to start resorting to criminal activity, it might be time to reconsider your transport choices.

I originally saw the 'article' in my local quest paper ("by peter barnwell"). I tried to find it on the web (to link to it) and found the same text by Graham Jacobs and Garth (who at least credited his source).
It seems that if something is a media release you can just copy-and-paste and add your name to it.
Meanwhile, at uni, that would be be called plagiarism (or purloining) and be grounds for expulsion).
